Michael Finamore, Director of Operations
Mr. Finamore brings 35 years of local and state law enforcement experience to the ARMADA staff. He began his law enforcement career as a Deputy Sheriff for the Mahoning County Sheriff’s Department in Youngstown, Ohio where he achieved the rank of Detective Sergeant and was recognized by the Youngstown/Mahoning County Crime Clinic for outstanding criminal investigations. Most recently he completed a 30 year career as the Assistant Superintendent of the Ohio State Highway Patrol, an internationally accredited agency of nearly 2,700 employees.

Lee Foster, Director, Preparedness Programs
Mr. Lee Foster has over 14 years of experience in program policy, development and implementation. His background includes a combination of emergency management, judicial system and investigative experience as well as completion of Masters level coursework in Criminal Justice, specializing in Homeland Security Administration.

Clarke Kiner, Senior Associate
Over 30 years of law enforcement experience including a 30 year career with the Ohio State Highway Patrol where he rose through the ranks to Columbus District Commander. Also served as Ohio State Highway Patrol Inspecting Officer and Post Commander.

Keith Markley, Senior Associate
30 years of emergency management, training and stakeholder outreach experience. Former Richland County Emergency Management Agency (EMA) Director and Madison Township Fire Chief. Currently DHS/FEMA Disaster Survivor Assistance Specialist.

Steve Martin, Senior Associate
Steve Martin was Franklin County’s 51st Sheriff, sworn into office on June 2, 2011, and is currently a Senior Consultant with ARMADA. As Franklin County Sheriff, Mr. Martin oversaw a $94,000,000 budget and nearly 1,000 employees.

Joshua Rock, Director, Protection Programs
Mr. Joshua Rock has over 18 years of experience in various security related fields. He is a skillful security specialist and leader with extensive capabilities gained through time served in the U.S. Army and as a government contractor working in theaters of operation comprising of Afghanistan, Pakistan, Oman, Kuwait, Iraq, and Jordan.

Dale Shipley, VP, Emergency Management & Homeland Security
Mr. Shipley served Ohio Governors Celeste, Voinovich, and Taft as Emergency Management Agency Director and was appointed Director, FEMA Region V, by President Clinton. During these appointments, in addition to traditional disaster response and recovery activities, he developed significant new mitigation staff, increased communication and warning infrastructure, constructed a state-of-the-art Emergency Operations Center for Ohio, held positions as President and Legislative Committee Chairman for the National Emergency Management Association, and developed the first Capabilities and Needs Assessment, Critical Infrastructure List, and Strategy for Ohio Homeland Security.
